
Speech of Amir ul Momineen Mullah Omar, delivered on 10 Ziqad 1416 Hijri to the Ulema Shura in Kandahar

Speech starts with Allah’s praise n sending His blessings on Prophet Mohammad SAW n all the prophets and angels and the recitation of Surah Asr:
Pashto: Respected Ulema n Mashaikh,even though its not appropriate for me to say anything in front u,but I’d like to because it might be of some benefit for the sake of Islam. The thing is that these students have started this movement and are continuing it. These Taliban have made a very big claim. Whosoever has asked them, let it be journalists, or any other country, or the public, or their enemies or any other prominent figures. These Taliban have stated it to them, have told and answered them. They ask what are the goals and objectives of the Taliban. The Taliban have said that we want to impose the law of Allah on His land, want to serve the Kalima(La Illaha Ill ALLAH),to enforce Shari hudood(Islamic Penal system)and Islamic orders. This is what they’ve been saying from the very beginning and indeed this has been their objective. It’s for this very purpose that these students have made great sacrifices and are continuing to do so and are still standing (in the face of their enemy).My address is to the Ulema, those who are here,whom i also request to notify those who aren’t present request every alim to convey my message to his area’s Ulema.
We have seen some negligence shown by some of the ulema. This claim that we have made that we want to enforce Allah’s law on His land to enforce His hudood. Now whose gonna enforce these laws? The Taliban are merely fighters with guns in their hands, marching towards their targets, are alive today, injured tomorrow n martyred the day next. Their job is to get rid of corruption that’s spread in the land and to cleanse it from miscreants and sinners, this is their service and their task. The claim that they make is under the patronage of the Ulema, how can the Taliban implement the hudood of Allah(Islamic penal system).It’s the Ulema who know how to enforce the Sharia,these students(the Taliban) dont know it.Theyre studying Badee3-ul-Meezan,Khusbu and Kandia (Islamic curriculum books),how can they know ? They only have the necessary knowledge, which enables them to know what is right and what is wrong. So who is going to give verdicts among Muslims? Who is going to implement the Hudood? So some Ulema have served us, some others have their own thoughts and say …لَا يُكَلِّفُ اللَّهُ نَفْسًا إِلَّا وُسْعَهَا لَهَا (Quran 2:286)…So i ask them(the 2nd group) to justify their acts according to this verse. I was in a Madrasa, we had built a small Madrasa, we were about 15 to 20 guys. So I was a student .The land(Afghanistan) was filled with corruption ,there were killings, thefts and robberies. There were corrupt and immoral people everywhere. You all know what the situation was, no one could’ve imagined how things would get better. So when I was studying there, if i had sat down and sought refuge in the verse….(verse)… Wasnt it easy for me do so? If I too had adopted the same approach,I too had control over nothing.لَا يُكَلِّفُ اللَّهُ نَفْسًا إِلَّا وُسْعَهَا لَهَا (Quran 2:286).Wasnt it enough for me? So i did Tawakul-e-Mahaz**,which has no parallels, requires a lot of strength, Tawakul-Mahaz is what i need from the respected Ulema. People will ask, how did this movement start, from where was it supported, its origins and its funding. It started in that Madrasa, when I took a break from my studies. I took a friend with me, we went from Sangesar to Zangabad on foot, there we took a motorbike from a man named Sarwar who belongs to Talqan.I took this Sheikh(referring to his friend),he sat behind me on the motorbike. This was how it began, what is in front of you today(referring to the Islamic Emirate).The point that we’ve reached,I had never thought of it. This was how it started, there was nothing else. So I asked that Sheikh to come with me so that we could give Dawah to some Taliban(Madrasa students).When we were walking(earlier) from Sangesar to Zangabad, it got dark. We went through some thorny bushes, so I told that Sheikh to remember these bushes(as our initial obstacles).There is going to be a Revolution InshaAllah So we borrowed that motorbike and started in the morning and went to place where 14 students used to live, we gathered them .
I want you to keep Tawakul-e-Mahaz in your minds. We gathered those students and i told them that ALLAH’s deen has been desecrated and made fun of. Muslims are shamelessly killing each other. Miscreants and sinful people areas are controlling areas, there are frequent looting and robberies ,people are not safe on roads(ie while travelling).They are stopped for money and killed. Their bodies remain there. People pass by and there is even no one to bury them. I told them that,in these conditions, learning (ALLAH’s deen) won’t do. Only raising slogans won’t be solving problems.We are standing up for a cause,if the students want to serve ALLAH’s deen, they have to leave their education. I said no one has promised us money or food,we have to ask Muslims for funds. I said there will be no more studies for you(the Taliban ie students).This won’t be a matter of days, weeks or even year. Those who are ready can join, while others can leave. Once you start there will be no turning back.I said look at these immoral, they’ve been sitting in these bunkers in scorching (heat) conditions. They’ve announced their enmity towards ALLAH openly. While we, who call ourselves, proud followers of ALLAH’s deen cant practice it openly. This is shameful and against esteem. I told these 12 guys that if take over a place, we’ll be staying there. but if we conquer a better one that’ll be our centre.For now you have to leave your studies and we don’t have any money.We have to ask for funds. Are you ready for this? Out of these tweleve, not even a single said yes. By ALLAH! no one was ready to work in the manner I wanted them. Some said we can work on Thursday evenings.(Fridays are off in Madrasas so Thursday evenings are free) ALLAH is my witness, and I’ll be answerable on the day of Judgment.At that point I could’ve given up and returned to my studies I fulfilled the promise I made to Allah and Allah returned his favour with this (Amaarat-e-Islamiyah). So, I left that Madrasa and went to another where there were 5 or 7 students (that we met). I talked to them in the same manner (as I had talked to the previous).
So all of them volunteered themselves in Allah’s path (i.e. Jihad). These were all from the same Ummah. It wasn’t that the previous ones were different to these students, or they were children and these were adults or they were elderly and these were young or that they were women and these were men. Coincidently such was the beginning of this movement (Taliban). There was a wisdom in it and this test (of waking people for jihad) came upon me in its very beginning. So, this was the beginning of the movement which started from that place (the Madrasa). We patrolled on the motorcycle untill ‘Asar prayer and by that time, 53 students (Talibs) had volunteered themselves in Allah’s path. These were the men of utmost reliance on Allah. So, we prepared these 53 Talibs (students). I left them there, at the Madrasa,and went back to my place at ‘Asar and asked them to meet me the next day but they came the same night at 1 am. So, that night marked the commencement of the movement. See that before the completion of a day (the movement started). One of the Shuyukh came to the Masjid in the morning to lead us in the Fajar prayer. After the prayer a man came to the Sheikh and told him that he had a dream. Upon asking, he told the Sheikh that he saw Angels in his dream who came to him (Sheikh) and shook their soft hands with him (Crowd Chants Allahu Akbar, Long live Islam, Long live Ulama of Afghanistan, Long live Taliban). This movement commenced in that one day and night. We arranged two more motorcycles by 10 am. We took A Hino truck and a 4×4 jeep from Haji Basheer and went to Kehsk-e-Nakhud.There we gathered the students and borrowed weapons from people at a distance of every 5 miles.
This was the beginning of the movement which rapidly flourished. So, this was the fruit of utmost reliance upon Allah which never goes in vane. This is what we wish from the respected Ulama that they show utmost reliance upon Allah. If, God forbidden, this big claim of our’s of establishing Islam and its Hudud (Islamic system of punishments) in this country falls through, which as you know very well that its none other than the Ulema who can establishing the Hudud (then its failure would be upon the Ulema). How would the Ulema establish the Hudud? Every ‘Aalim should struggle to know their role in the establishment of Hudud. The Ulema should begin this task with strong spirit and sincerity. God forbid that weakness ever comes in the ranks of Taliban and they forget what they know of the Deen. We have to do proper upbringing of the next generation. This movement needs utmost sincerity. Only that excuse shall I accept from the Ulema which would be acceptable to Allah and Allah knows of their excuse. If someone says merely from his tongue that “I’m unable”, this will not be accepted as an excuse. None is ever “unable” merely from tongue and Allah knows best. As I have said, only that excuse shall be accept from the ‘Uama which would be acceptable to Allah. The excuse that isn’t acceptable to Allah, i shall not accept it from any ‘Aalim from all over Afghanistan. They (the ulema) will serve (this deen) and fulfil their duties. You, the Ulema, will serve as much as you can. Whoever has the ability he should strive to serve according to it. I am specially talking to the respected Ulema here. It isn’t adequate for me to do so but I fear Allah in the responsibility that I have been given, the one which Allah has put on my neck. I hereby disclaim this responsibility from myself and hand it over to the Ulema. That which is our task (jihad) so we are performing it and we are serve (this deen) and strive. That which is our responsibility of carrying and using the sword and the riffle so we are doing it. But the cause (of establishing Islam) for which we are doing all this can be achieved by none other than the Ulema. For Allah’s sake, become the true befitting assertion of this verse (Allah does not burden a soul beyond it’s capability). Many of the Ulema present this verse as an evidence (for not to rise for Islam). This verse would’ve sufficed me but I didn’t entirely rely on it and whatever followed there on (of the movement) wasn’t even in my wildest of thoughts. When a man engages in a good deed, be it less or more, Allah puts blessings in it.
So, we wish from these Ulema that they stand with a fervour of sincerity and strong conviction for Allah’s deen, God forbidden if our claim (of establishing Islam) falls through, it wouldn’t do so (except due to the Ulema not playing their role). God forbid that it falls through. The system and society whose bases are on the system given by Allah, never fails and no one can breach in it. Whoever ‘Aalim grabs me by the arm and considers me incapable of leadership, I would resign immediately. I would leave the designation immediately or I would be given any other responsibility. These Taliban consider themselves as the holders of truth, they are as such, they have claimed of being as such. These are times of sinful and heretic men, their times have ended. When these evil people are advised by the Ulema, they don’t heed to it. These are the times of Taliban now, they swear that if the Ulema will advise them and tell them that they posses certain deficiencies, the Taliban will definately get rid of those deficiencies or they (the heedless Taliban) will be stormed out of our ranks. Every thing these Ulema say (according to shari’ah) will be acted upon because these are Ulema. And the rest of the Ulema (not present here) should stand up with a strong conviction for Allah’s deen. If on the day of judgement, anyone had any right upon me, I will grab these Ulema by their collars and will not let them go. If, God forbidden, this movement (of Taliban) fails, it would only do so due to the ill intentions of the Ulema. On the day of judgement, I will grab these Ulema by their collars and will not let them go. The Hudud of Allah cannot be implemented without the Ulema, the students cannot implement them, neither they know how to implement rulings nor they have such knowledge. Ulema should stand with a new fervor and with new thoughts and they should leave these old thoughts and construe which they produce. Leave these conventional thoughts and rise with new thought process in this matter (of implementing Islam). You’ll be answerable to Allah Almighty on the day of judgement. Hold yourself accountable. Truly become the befitting assertion of the verse and do not quote it out of context (that we aren’t entrusted to). God forbid that this movement fails and the wicked people return again, else wise I will hold the Ulema blameworthy and you people should testify then. (Audience saying “He’s saying the truth”). This is all that I had to say to the Ulema and it is a trust upon the attendants to deliver what I have said to those who were left behind (and couldn’t make it here)
